Join public discussion: NATO 3.0: Europe’s Role and Baltic Security

You are invited to a public panel discussion: “NATO 3.0: Europe’s Role and Baltic Security,” that will take place on 5 November 2026 at Startup House in Riga, bringing together American, European and Baltic perspectives on the changing division of responsibilities within NATO.
The discussion will examine how the United States and European allies are reshaping their security commitments and what these changes mean for Latvia and the Baltic States. Particular attention will be given to Europe’s defence capabilities, strategic leadership and the requirements for credible deterrence in the Baltic region.
Taking place shortly after the U.S. midterm elections, the event will address their potential implications for Washington’s security priorities, expectations of European allies and approach to transatlantic cooperation. It will also explore France’s role in European defence, support for Ukraine, and whether Baltic defence spending of 5% of GDP or more translates into the capabilities needed for regional security.
The panel will feature:
- Wilson Beaver, Senior Policy Advisor for Defense Budgeting and NATO Policy in The Heritage Foundation’s Allison Center for National Security.
- Martin Quencez, Senior Fellow and Special Adviser to the President at the German Marshall Fund of the United States.
- Artis Pabriks,
Former Latvian Minister of Defence and Member of the European Parliament, Head of the Latvian Military Technology, Drone and Robotics Association (MilTech Latvia), and Director of the Northern Europe Policy Centre.
The panel discussion will be followed by questions from the audience.
The public event is scheduled for 13:00 - 14:30 on 5 November 2026, at Startup House, Lastādijas iela 12-k-3, Riga.
